In reply to your letter (24429) of the 8th instant

I am directed by Secretary Sir Matthew Ridley to acquaint

you, for the information of Mr Secretary Chamberlain, that

the storage of Petroleum Tar is not regulated by Act of

Parliament in the United Kingdom,and although it has been

proposed and recommended by the late Committee of the House of Commons) to place Petroleum 011 under certain

restrictions, it was not suggested that the restrictions

should extend to products of Petroleum having a flash point over 150° Fah. (close test). As the Petroleum Tar

referred to in your communication has a flash point over

330° Fah.according to the Government Analyst's Report

and is as safe as Gas Tar and heavy lubricating oils,t

,the

product in the opinion of H. M. Chief Inspector of

Explosives, may very properly be exempted from the Rules

and Regulations of the 15th December 1892 enclosed in

your letter and herewith returned; Lubricating Oils

being already exempted by the definition contained in

Section 1 of the said Regulations.
